I was always curious to know that how a human can make the changes in the multiple machines? and how the changes are running in the IT infrastructure withour hampering the buisnees ?
Then we started exploring the tool that HP provide to automate your IT operations and keep the compliances at the server level : HP SAs ( HP Server Automation software ) . i will keep the things simple so that any one who is new to the HPSA can understand it .

Answer : As i have understood that its more about managing the infrastructre with the tools and do the changes without affecting the buisness and the asset details are always kept at the base level i.e in CMDB ( First Layer ) so it is always at the second layer of infrastrucure if its as per the ITILv3 setup . Its like that because after analysing the changes that are done on the server then its easy to build up the models in HPSA for automating the changes that are coming regularly .
